Can the “Submit Assignment” button be turned off?

The default setting on assignments is that students must click a Submit assignment button after they have uploaded their file. Their assignment remains in a draft status until they have done this. Once they have clicked the submit assignment button, they can no longer make changes to their submission.

It is possible to change this setting by going to the settings for the assignment, finding the Submission settings section and setting the Require students click submit button to No.

If the button is removed, however, it is possible for the student to make changes to their submission (including deleting it completely) up to, and after, the due date. This means it is possible for the student to submit something, then go in to the assignment after the due date and delete it. It is possible to lock an assignment so that no further changes to submissions are possible however this must be done manually through the assignment grading table.
